BRIEF

Development of distributed open-source monitoring infrastructure supporting CIR's "Eyes on Russia" and Ukraine Monitor Map initiative, contributing to large-scale collaborative OSINT workflows used across CIR and affiliated investigative networks.

The system aggregated fragmented open-source inputs, including social media content, publicly shared imagery, geospatial indicators, and incident reports, into a structured event database. Each record was standardised into a consistent schema covering incident type, location, timestamp, confidence level, and evidentiary links.

A central methodological component was a multi-layer verification pipeline combining geolocation, chronolocation, and cross-source corroboration. Satellite imagery was used to validate structural damage and contextualise reported events, while metadata and visual consistency checks were applied to strengthen attribution and reduce duplication.

Crowdsourced analysis formed a core operational layer, allowing distributed contributors to submit, refine, and validate incidents through structured review workflows. Entries were iteratively assessed and assigned confidence ratings before inclusion in the public-facing dataset.

Outputs supported real-time situational awareness and long-form conflict tracking through interactive mapping, enabling temporal reconstruction of events across extended periods of conflict activity. The system contributed to investigative reporting, humanitarian documentation, and accountability-focused analysis.
